LemonLDAP::NG 1.9.9 is out!

This is a minor release for LemonLDAP::NG 1.9 with some bugfixes and enhancements:

• [OIDC] Fix syntax error in OpenID Connect provider code
• [SAML] Manage simple quotes in XML metadata
• [SAML] Compatibility with Office 365 SAML authn requests
• [Manager] Fix some javascript errors and Content Security Policy restrictions
