LemonLDAP::NG 1.9.13 is out!

This is a minor release for LemonLDAP::NG 1.9 with some bugfixes and enhancements:

Fix usage of JSON::XS in Debian Stretch for OpenID Connect and other modules
[SAML] Allow URL normalization to support complex Multi configuration
Fix UTF-8 handling in MySQL for sessions and configurations
