LemonLDAP::NG 1.9.12 is out!

This is a minor release for LemonLDAP::NG 1.9 with some bugfixes and enhancements:

Fix usage of JSON::XS in Debian Stretch
Fix configuration of SAML attributes in Manager
[OIDC] Fix UserInfo serialization
[CAS] Add support for service parameter in logout
Fix Apache configuration for reload URL
